IIRC the Premier 2 used a 6X4 rectifier' gave it an extraordinarily sweet sound. Modify the unit with better caps and such and I think you'd be very happy

Original NOS power tubes by GE were rated at 5 to 7k hours if moderately biased. Small single tubes , like RCA red base were guaranteed for 10K hours, and many like the NOS 12AX7's can easily exceed this . Remember that all CJ preamps with the new Volume control use a total of 13 resistors per side, in various combinations of series and parallel to create the 100 steps. If you break in the unit at one position, It may not incorporate all the resistors and sometimes changing the VC one step can kick in...

The tube selection, while a mix of brands is OK, in terms of the tube types. In the cathode follower position where the AT7's are located, you can run an AX 7 or an AU7 also. I prefer the 12AU7: not as dynamic as the AT7 but more controlled.

IIRC the PV-5 has a two section electrolytic. It is the aluminum cap early in the power supply section close to the front right side of the chassis. That one frequently leaks. I've had issues with preamps locking up. A lot seem to be related to additional wireless and Wifi devices being added.
Usually a turning off of these products helps. If it does lock up, simply unplug the component for a minute and them plug back in.

Non shorting caps shield the center RCA pins without incurring any issues, primarily with tape outputs which are normally live.
